Platform Statement: Healthcare

HelpLink 2-1-1 plays a critical role in helping people access services for positive youth development, financial stability and independence, and health and well-being.  Therefore, United Way of the Greater Dayton Area will support efforts to sustain and expand the 2-1-1 universal dial code across the region, Ohio, and the nation. 

Issue:  State Funding
For 2008-2009, Governor Strickland’s Office awarded Ohio Airs $500,000 to complete a comprehensive statewide business plan and to facilitate the successful implementation of that plan.  Of that funding, $162,731 will be used for staffing a statewide office.  Moving toward a statewide system will require paid staff to provide leadership, coordination, capacity building, technical assistance and resource development.  In addition, staff would oversee creation of a business and technology plan; $75,000 for Ohio Airs and its members to move toward a statewide database 1) develop and implement a unified plan for a Statewide Taxonomy Customization 2) Create an Ohio 2-1-1 Style Guide for Resource Databases to move toward a unified field structure and statewide database 3) Evaluate available I&R Database software options and begin to move toward consensus on a statewide database product; $262,269 for grants to local existing 2-1-1 centers or to start-up services. Grants to local centers would be limited to projects geared toward improving statewide coordination, 2-1-1 consolidation, regional partnerships, or creation of a 2-1-1 center to serve previously unserved areas. Local matching funds would be expected to ensure continuation of projects.  Funding is through the Governor’s Office of Faith-Based and Community Initiatives.  Ohio United Way serves as the grant administer.

° Cell phone users in areas that have 2-1-1 service can access their 2-1-1 Call Center.

° Offers the ability to promote programs statewide such as EITC, Home Foreclosure and Dislocated Worker programs.

° Increases efficiency & accountability.

° Supported by Human Service providers.

° Not supported by local and state elected officials.

° Resource and purpose is not well known by community leadership and general public.

° Implementation of the technology.

° Rollover option unknown.

° Challenges to sustain funding at local, state & federal capacity.

Therefore, United Way of the Greater Dayton Area will support efforts to sustain and expand the 2-1-1 universal dial code across the tri-county region, Ohio and the nation.

Action: 
Plan Meetings with local and state elected officials to inform them about 2-1-1. Create opportunities to interface with the general public about the purpose and use of the universal dial code 2-1-1.
